The chairman of the state?s gaming regulatory board said? Friday that he?s watching what happens in Davenport ?very closely? as the city makes moves to operate a casino there, but he doesn?t think other casino operators have to worry that the acrimony that erupted in Sioux City will spread to other casinos.

?That was just a very unique set of circumstances,? said Jeff Lamberti, a former state senator and attorney from Ankeny. ?Licenses are privileges, they are not a right.?

Four partnerships are bidding for the Sioux City casino license held by Penn Gaming Co. which runs the Argosy Casino. The license was put up for bid after the nonprofit license holder pushed to replace the boat with a land-based casino.

Lamberti made his comments during a taping of Iowa Public Television?s ?Iowa Press? show, which is scheduled for broadcast on Dec. 28 and Dec. 31. He was joined on the show by Wes Ehrecke, president of ? and chief lobbyist for ? the Iowa Gaming Association.

Iowa has 15 casinos, three race tracks and two Native American-run casinos. The 15 state casinos accounted for more than $1 billion in adjusted gross revenue in the 2012 fiscal year that ended this summer.

In Davenport, the city has proposed creating a city-appointed nonprofit board to run its casino, which would be a unique relationship for a city and gaming company in the state. Lamberti said he?s reserving judgment on the idea until he gets a specific proposal from the city, but he doesn?t like the idea of splitting casino operations between downtown Davenport and one near Interstate 80.

?I will tell you and I?ve told (city officials), I have some concerns about the location, because I believe an interstate location is the prime location there,? he said. ?The difference is while we have to take into account what happens in the local community ? that?s a big part of what we do ? the commission represents the state of Iowa. We have to see what?s going on in the rest of the world, so to speak.?

Ehrecke said his clients also are watching what happens in Davenport with concern, especially if it leads to other municipalities wanting to take a larger role in their licenses.

?We?re certainly watching this with some interest, that whole idea of a municipality managing and running a casino, that would be unprecedented. It?s raised a lot of questions,? he said. ?There?s a lot of unknowns right now. We just have members raising a lot of questions.?

Consumer spending rises by most in three years

Consumer spending rose in November by the most in three years and a gauge of planned business spending jumped, signs that households and companies are shrugging off some of the fears tighter fiscal policy could cause a recession.?

The Commerce Department said on Friday inflation-adjusted consumer spending rose 0.6 percent, while after-tax income climbed 0.8 percent when adjusting for changes in prices.?

Many economists think business and consumers are wary of automatic government spending cuts and tax increases scheduled to kick in early next year, a scenario known in Washington as the "fiscal cliff."?

"The economy is holding in here at the end of the year despite the concerns about the fiscal cliff," said Gary Thayer, an economic strategist at Wells Fargo Advisors in St. Louis.?

Economists have been expecting economic growth will slow in the fourth quarter as companies slow the pace at which they re-stock their shelves, but the data on spending suggests consumers are offsetting some of that drag.?

Consumer spending grew at just a 1.6 percent annual rate in the third quarter. Real spending declined in October, but November's gain was the strongest since August 2009.?

That suggested purchases by consumers were not taking the hit many expected due to growing fears that going over the fiscal cliff will push the economy into recession. However, consumer confidence declined sharply in early December.?

Late on Thursday, a Republican proposal for averting the fiscal cliff was abandoned, further eroding optimism that a deal would be reached quickly.?

U.S. stocks were sharply lower after the proposal was dropped.?

Spending before taking into account changes in prices rose 0.4 percent. Economists polled by Reuters had expected nominal consumer spending would rise 0.3 percent last month.?

In a separate Commerce Department report, a gauge of planned U.S. business spending rose much more than expected in November, a hint that worries over tighter fiscal policy may not be holding back the factory sector as much as feared.?

Non-defense capital goods orders excluding aircraft, a closely watched proxy for investment plans, jumped 2.7 percent last month, the second straight month of solid gains.?

Economists had expected so-called core capital goods orders to rise just 0.3 percent. The reading for October was upwardly revised to a 3.2 percent gain from a previously reported 2.9 percent increase.?

Shipments of non-defense capital goods orders excluding aircraft, used to calculate equipment and software spending in the gross domestic product report, gained 1.8 percent.?

Many economists believe businesses, wary of the fiscal cliff, have been cutting back on capital spending.?

Going over the cliff could drain about $600 billion from an already fragile economy.?

Overall durable goods orders rose 0.7 percent in November, with increases posted for machinery, fabricated metal products, and computer and electronic products offsetting a drag from aircraft.?

Economists polled by Reuters had forecast orders for durable goods, items from toasters to aircraft that are meant to last at least three years, rising 0.2 percent last month.?

Excluding transportation, orders rose 1.6 percent in November. Transport orders were down 1.1 percent. Previously, U.S. manufacturer Boeing reported new orders for its aircraft fell in November to 124 from 152 in the prior month.?

New orders for autos jumped 3.5 percent. U.S. auto sales in November raced to a five-year high for that month on a rebound from storm-ravaged October and the need to replace aging vehicles.?

The Commerce Department gave no indication that Superstorm Sandy, which lashed the East Coast in late October, had any impact on either of the economic reports.?

Clays on Mars: More plentiful than expected

Dec. 20, 2012 ? A new study co-authored by the Georgia Institute of Technology indicates that clay minerals, rocks that usually form when water is present for long periods of time, cover a larger portion of Mars than previously thought. In fact, Assistant Professor James Wray and the research team say clays were in some of the rocks studied by Opportunity when it landed at Eagle crater in 2004. The rover only detected acidic sulfates and has since driven about 22 miles to Endeavour Crater, an area of the planet Wray pinpointed for clays in 2009.

The study is published online in the current edition of Geophysical Research Letters.

The project, which was led by Eldar Noe Dobrea of the Planetary Science Institute, identified the clay minerals using a spectroscopic analysis from the Mars Reconnaissance Orbiter. The research shows that clays also exist in the Meridiani plains that Opportunity rolled over as it trekked toward its current position.

"It's not a surprise that Opportunity didn't find clays while exploring," said Wray, a faculty member in the School of Earth and Atmospheric Sciences. "We didn't know they existed on Mars until after the rover arrived. Opportunity doesn't have the same tools that have proven so effective for detecting clays from orbit."

The clay signatures near Eagle crater are very weak, especially compared to those along the rim and inside Endeavour crater. Wray believes clays could have been more plentiful in the past, but Mars' volcanic, acidic history has probably eliminated some of them.

"It was also surprising to find clays in geologically younger terrain than the sulfates," said Dobrea. Current theories of Martian geological history suggest that clays, a product of aqueous alteration, actually formed early on when the planet's waters were more alkaline. As the water acidified due to volcanism, the dominant alteration mineralogy became sulfates. "This forces us to rethink our current hypotheses of the history of water on Mars," he added.

Even though Opportunity has reached an area believed to contain rich clay deposits, the odds are still stacked against it. Opportunity was supposed to survive for only three months. It's still going strong nine years later, but the rover's two mineralogical instruments don't work anymore. Instead, Opportunity must take pictures of rocks with its panoramic camera and analyze targets with a spectrometer to try and determine the composition of rock layers.

"So far, we've only been able to identify areas of clay deposits from orbit," said Wray. "If Opportunity can find a sample and give us a closer look, we should be able to determine how the rock was formed, such as in a deep lake, shallow pond or volcanic system."

As for the other rover on the other side of Mars, Curiosity's instruments are better equipped to search for signs of past or current conditions for habitable life, thanks in part to Opportunity. Wray is a member of Curiosity's science team.

China Now Blocking Encryption

The "Great Firewall of China" is now able to detect and block encryption:

A number of companies providing "virtual private network" (VPN) services to users in China say the new system is able to "learn, discover and block" the encrypted communications methods used by a number of different VPN systems.

China Unicom, one of the biggest telecoms providers in the country, is now killing connections where a VPN is detected, according to one company with a number of users in China.

Hmmm. I wonder if they are able to tell the difference between a VPN service and a corporate VPN connection back to a home office. If not, going to make for some fun times in the IS departments of many multinational companies doing business in China.

however much we expect/fear the death of freedom it doesn't meant an event - even in China - should go uncommented on.
Having said that I'm slightly surprised they blocked rather than broke.

@Brett: Recently, our corporate VPN that we're using to communicate with our Chinese partner has been blocked off regularly. We tried changing the port, but it kept on getting blocked off.

So I guess the answer is no, or at least not for the small companies.

Are there any VPNs that internally use steganography?

Whilst this has been expected for some time, there are numours solutions that could be used to get around the block as currently described.

However that is perhaps not the main point to consider...

Tthe assumption is that China is doing this to stop it's citizens seeing or communicating with entitiess the Communist Party has issue with.

However there may be a more serious issue from the point of businesses with entities in China. It may be a move designed to perform espionage by trying to force company secrets out into the open. Forcing companies off of VPN's is in the sshort term cause ad-hoc solutions that will in effect open up corporate firewalls thus also aiding in APT type activites.

Does this block https too?

I heard somewhere that China will regularly do man in the middle attacks on https connections. But if you can get the certificate, that would show.

Are they killing ssh/port 22?

If not, a simple work-around is to set up an encrypted tunnel over ssh. Not distinguishable from a vanilla ssh connection.

Interestingly, I've been to China last week and my VPN worked fine... so I'm not sure that it is already working.

Nintendo DS Becomes World's Best Selling Video Game Console ...

Sony Corp.?s PlayStation 2 was one of the most advanced and feature-rich game platforms of all times and until recently it was also the world?s best-selling game console of all times. However, Nintendo?s DS, which is still available after over a year since the new-generation 3DS debut recently managed to outsell the legend and now ranks as the world?s most popular game system ever.

According to VGChartz web-site, which monitors sales of video game hardware and software using reports and data from leading-edge market trackers, life-to-date sales of Nintendo DS totaled 153.69 million recently, whereas LTD shipments of Sony PS2 totaled 153.68 million. Considering that both consoles remain on the market in many countries, they may continue to swap places going forward, but they will unlikely be challenged anytime soon as the only alive platform approaching 100 million unit sales is Nintendo Wii with 98.05 million units sold so far.

While the launch of Nintendo 3DS, the successor of the DS, was rather bumpy, its life-to-date sales are 24.35 million, just a little lower than global unit shipments of the original Microsoft Xbox (24.65 million) throughout its lifespan and well ahead of that of Nintendo GameCube (21.74 million).

Nowadays both portable and non-portable game consoles are challenged by smartphones, tablets and cloud video game streaming services. In the coming years the competition will get even more intense, therefore, it is unlikely that future game consoles will be able to reach sales of 100 ? 150 million during their life-cycle.

Nintendo did not comment on the news-story.

VGChartz hasn't updated PS2 figures in over a year, despite the fact its still selling. As of March 2012 Sony said it has shipped 155.1 million, and it continues to sell, particularly in poorer markets, whereas Nintendo has said that it has shipped 153.69 million as of 8 Dec 12. So I think VGChartz article is premature at least.

N64 was better than the Wii and sold 3x less! I don't think sales are necessarily indicative of how good the console is in terms of exclusives, etc. Also, the SNES killed Genesis in sales but in terms of quality games and overall console quality, it wasn't as bad as their respective sales show. Both of those consoles were awesome. And of course the obvious, Wii outselling PS3/360...

N64 was better than the Wii and sold 3x less!

You must be kidding. Wii games are far better than N64.

Personally I think the N64 had far better games for its time. At least I enjoyed my N64 way more than I have ever enjoyed my Wii.

A lot of enjoyment out of my N64 simply comes from good memories and nostalgia, something my Wii doesn't have yet and I doubt it'll ever have.
